Thomas Walsh says the moment of rescue quickly turned tragic when the body of the girl’s 13-year-old sister washed ashore a block north about 30 minutes later.

Rip currents have already claimed two lives, and surf conditions are expected to worsen, especially Thursday into Friday during high tide.
