T he second fatal victim in Sunday's Eastern Market tailgate shooting has been identified as Jalen Welch, 25, the Wayne County Medical Examiner's Office confirmed Tuesday afternoon.

The shooter pulled his gun and fired once, hitting the armed Jalen Welch in the head. The bullet went through Welch, and hit the second victim, Rayshawn Palmer- who was trying to act as a peacemaker.
