Hi Ben--They weren't enforcing such bans in Siena when we visited a month ago, but in Rome they are rigidly enforcing the "no-sitting" rules on the Spanish Steps and the Trevi Fountain. Part of their keep-it-clean campaign I guess...the Seps were gross in past years.

They use local guides who are registered and knowledgeable and these guides usually have set tours or they will create one just for you. Hope that helps. Peter
